Issuance of Driving License to Sri Lankans Abroad

A Sri Lankan citizen residing in Romania can apply for the Renewal /Duplicate/ change of personal details of Sri Lankan Driving Licence.

• Renewal of Sri Lankan Driving Licence

Ordinary Sri Lankan Driving Licences are valid for 10 years from the date of issuance. They should be renewed before the expiry and a surcharge will have to be paid for each year, if the driver licence is renewed after the validity.

Documents Required

1. Duly filled MTA 30/2 offline application (the application from can be downloaded here. However, this should only be used as a specimen for reference as downloaded forms are not accepted by the Department of Motor Traffic of Sri Lanka. A printed application should be obtained from the Embassy and it should be filled ONLY in black ink).
2. Current Driving Licence Issued by Department of Motor Traffic in Sri Lanka
3. Medical certificate from a doctor to certify that the applicant is fit to drive vehicles (click here to download the format)                 .
4. Original valid passport with a copy
5. Original valid visa for Romania (TRC) with a copy
6. Original National Identity Card with a copy (It is not mandatory to submit the National Identity Card if the its number is mentioned in the passport).
7. Two Black and White passport size photographs. (35mm X 45mm). Please note that colour photos are not accepted.
8. Payment of RON 630/= as application fee.

• Duplicate of Sri Lankan Driving Licence

Documents Required   

1. Duly filled MTA 30/2 offline application (the application from can be downloaded here. However, this should only be used as a specimen for reference as downloaded forms are not accepted by the Department of Motor Traffic of Sri Lanka. A printed application should be obtained from the Embassy and it should be filled ONLY in black ink)..

2. Complaint made to the local police station of the applicant's place of stay (with its English translation) in case of a lost driving licence or the deformed or blurred driving licence.

3. Medical certificate from a doctor to certify that the applicant is fit to drive vehicles (click here to download the format)

4. Original valid passport with a copy

5. Original valid visa for Romania with a copy

6. Original National Identity Card with a copy (It is not mandatory to submit the National Identity Card if the its number is mentioned in the passport. However, it is mandatory to mention the lost driving licence number or the National Identity Card number to trace back details in the computer system).

7. Two Black and White passport size photographs. (35mm X 45mm). Please note that colour photos are not accepted.

8. Payment of RON 630/= as application fee.

Change of personal details of Sri Lankan Driving Licence

Documents Required    

1. Duly filled MTA 30/2 offline application (This application can be obtained from the Embassy and it should be filled ONLY in black ink. downloaded forms will not be accepted).
2. Current Driving Licence Issued by Department of Motor Traffic
3. Original valid passport with a copy
4. Original valid visa for Romania with a copy
5. Original National Identity Card with a copy (It is not mandatory if the National Identity Card number is mentioned in the passport).
6. Documentary evidence relating to the change to be made; i.e. Birth Certificate, Marriage Certificate, Divorce Certificate etc. for name change.

  7. Two Black and White passport size photographs. (35mm X 45mm). Please note that colour photos are not accepted.

  8. Payment of RON 630/= as application fee.
