Registration of Marriages at the Embassy of Sri Lanka

In order to register a marriage at the Embassy of Sri Lanka in Romania, at least one of the parties to the marriage should be a Sri Lankan national who should give Notice of Marriage to the Embassy. (Download the Notice of Marriage Form here).Both parties should have lived in Romania for ten (10) or more days immediately prior to the date of giving Notice of Marriage.The Notice of Marriage Form should be completed in the presence of a Diplomatic Officer and signed by two (02) witnesses who should be Sri Lankans at the presence of a Diplomatic Officer at the Embassy. The fee to make a Notice of Marriage is Romanian Lei 140/=

After the Notice of Marriage has been made, the Registration of Marriage can be done after fourteen (14) working days and before three (03) months of giving notice to the Embassy. For Registration of Marriage the parties should make a Declaration (Download the Declaration Form here). The fee for Registration and issuance of a Marriage Certificate is Romanian Lei 220/=. The Marriage Certificate is issued at the time of the Registration.

The following are the documents/requirements for registration of a marriage. Photocopies of all documents should be submitted :-

Valid passports of both parties and their current Romanian visas, if both parties are Sri Lankans. If one party is Romanian, their Passport.

If both parties are Sri Lankans, their original Birth Certificates, authenticated by the Ministry of Foreign Affairs of Sri Lanka. If one party is Romanian, their Birth Certificate should be authenticated by the Consular Department of the Ministry of Foreign Affairs of Romania.

If one party is a foreign national other than Romanian, his/her passport, valid Romanian visa and the birth certificate. The birth certificate should be authenticated by the Embassy located in Romania of the country of which the party is a citizen.

Two (02) witnesses who should be Sri Lankan nationals with valid passports and valid visas for Romania. Witnesses should be known to both parties of the marriage.

Both parties should submit the following documents

a) If the parties are singles – Unmarried certificate/s

b) Divorcees- Divorce Certificate and Free to Marry Certificate/s

c) If widowed, the Death Certificate of the late spouse, previous marriage certificate and Free to Marry Certificate

The Unmarried certificate / Free to Marry Certificate is An Affidavit/statutory declaration signed by a lawyer to confirm who the parties are and their present status (un-married/ free marry). Parents of each party should give an Affidavit certified by a lawyer to the fact that their child is unmarried. (click here for the format). If one of the parents has passed away, the remaining parent or if both parents have passed away, an elder brother/sister can give the Affidavit. This Affidavit should then be attested by the Consular Division of the Ministry of Foreign Affairs of Sri Lanka.

In addition, each party to the marriage should give an Affidavit to the fact that they are unmarried. (Click here for the format). It will be attested by an official of the Embassy of Sri Lanka in Romania.

Unmarried Certificates of Romanian nationals should be legalised/attested by the Consular Department of the Ministry of Foreign Affairs of Romania and legalised by the Embassy of Sri Lanka in Romania.

Unmarried certificates of any other foreign party should be authenticated by the Embassy in Romania of the country of which the party is a citizen.
