Information on Application for Births outside Sri Lanka

Registration of births outside Sri Lanka

A birth of a child can be registered at the Embassy of Sri Lanka in Romania under Section 5(2) of the Citizenship Act of Sri Lanka, if such birth has occurred in the territory of Romania and either both parents or one of the parents of the child is a Sri Lankan citizen at the time of the child birth. At the time of registering the birth of a child, an application should also be made for a Citizenship Certificate for Sri Lanka.

Generally, a birth of such a child should be registered at the Embassy of Sri Lanka within one year. If the birth is registered after one year, such births can also be registered through the Embassy after recording the reasons for the delay for the registration. However, if an application is made to register the birth of a child after one year of the birth, the Embassy should obtain the approval of the Registrar General’s Department, Battaramulla. In this case, the application is sent to the Registrar General’s Department for approval and hence it takes more time to issue a Birth Certificate for a child born more than a year ago.

When a birth of a child is registerd at the Embassy, we advise the parents to apply for a Passport at the same time, as it saves time and multiple visits to the Embassy. Accordingly, when a birth of a child is registered, applications for 3 documents should be submitted - application for Consular Birth Certificate, application for Sri Lanka Citizenship Certificate and application for passport. The applicant (the mother or the father of the child) should complete the appropriate application given below in BLOCK CAPITALS and submit to the Embassy, along with the documents mentioned below, in order to register the birth of the child.

Applicants should sign the application and the declaration in front of an officer at the Embassy. 

Two sets of photocopies of the supporting documents along with the ORIGINALS of following should be submitted.  [Photocopies and the originals should be produced separately]. 

1. Child’s original Romanian Birth Certificate (with parents’ details)

2. Father’s original Birth Certificate 

3. Mother’s original  Birth Certificate 

4. Parents’ original Marriage Certificate (if they are married)

5. Passports of Father and Mother at the time of the child’s birth

iii.          Visa Page/Temporary Residence Card

6. Current Passports of Father and Mother (if they have obtained new passports since the birth of the child)

** English translations are not accepted if the original Birth Certificates/Marriage Certificates issued in Sri Lanka

If any of the certificates/documents were issued in a country other than Sri Lanka the original certificate / its English translation (if original certificate is not in English) attested by relevant diplomatic  Mission in Romania or Sri Lankan Mission accredited to the country in which the original certificate was issued is required to submit along with the original certificate. For example, if a document has been issued by an authority in Italy, such document should have been attested/legalised at the Embassy of Italy/a Consulate General of Italy in Romania, or the Embassy of Sri Lanka in Rome/Consulate General of Sri Lanka in Milano. 

Applicant should submit the documents personally and are required to face an interview at the Embassy.

Either father or mother of the child can submit the application to the Embassy. It is not necessary to bring the child to the Embassy.
